Heritage Party Responds to Government Reply on Reorganisation and Planning Law

The Heritage Party has issued a formal reply to the Government’s response to our letter dated 7 June 2025. That letter raised urgent concerns about:

In their reply, the Ministry failed to answer core legal questions, including the lack of public mandate for reorganisation, the absence of risk assessments for geoengineering trials, and the meaning behind Deputy Prime Minister Rayner’s threat to give mayors “sledgehammers” to deal with opposition.


For years, the Heritage Party has been actively challenging the Government’s use of non-legislated powers to restructure councils, postpone elections, and override democratic processes – all under the guise of devolution, climate action, and housing need.

This reply is not part of a consultation. It is a formal legal and constitutional objection, supported by FOI evidence, statutory analysis, and parliamentary debate. We warn that executive-led restructuring without public consent is constitutionally indefensible and procedurally unlawful
